Police Records Clerk (Video Technician)

Description:Under the direction of the Records Supervisor, performs professional record retention for the Records Division with an emphasis on the Freedom of Information Act (FOIA) activity. Specific to this position, the Police Records Clerk (Video Technician) will process police case media such as Video, Audio, and Photographic files for Court and other law enforcement agencies and/or state and federal government agencies. The position requires Video, Audio, and Photographic editing for Freedom of Information Act (FOIA) and Public Information Act (PIA) requests using Adobe software. Work involves accurate record retention and reporting. Work also includes maintaining a liaison relationship with the citizenry and other governmental departments.

Carries out duties in accordance with established policies and procedures; works under direction with limited latitude for the use of initiative and independent judgment. Daily contact with citizens, government officials, and other outside entities in person, telephone, fax, mail, and electronic mail. First point of contact for people needing police records.
Duties:Essential Duties & Responsibilities:

Video Technician specific:
1. Responsible for redacting and copying in-car (DMAV), digital video (police case videos) and body worn camera video (BWC) for open records requests, utilizing Adobe Suite (Premiere, Audition, and Photoshop).
2. Compiling police case media files for distribution to state, federal, and local inter-agencies and Courts.
3. Respond to public information requests under FOIA/PIA, coordinate the retrieval of information and address questions or concerns as necessary.

Records Clerk:
1. Coordinate and consult with department employees, City employees, City employees, and the City Attorney's Office on the requirements of the FOIA and applicable State and City codes/laws.
2. Receive non-emergency contact both in person and by phone from the public; provide directions, information or other assistance, as requested.
3. Serve as the departmental liaison regarding public information requests; clarifying requests and advising requestors of appropriate timelines and expected fees. Disseminating video requests to inter-agencies and courts.
4. Communicate with the supervisor on administrative matters within the department or community concerns.
5. Prepare written documentation on an accurate and timely basis.
6. Create and maintain department files, including paper files and automated records to ensure important department information is readily and accurately available.
7. Maintain confidentiality of information and records.
8. Maintains courteous liaison relationship with the citizenry, government officials and other entities regarding the person(s), or entity’s, needs while addressing routine inquiries.
9. Responsible for redacting and copying in-car and digital video and body camera video for open record request, utilizing special computer software programs.
10. Provides administrative support to the department, such as greeting visitors, answering telephones, filing, typing, preparing technical police reports, maintain and update designated logs, files, make copies, as well as fax information and correspondence.
11. Clean and otherwise perform routine maintenance of the Central Records area as needed, such as change printer/toner cartridges, add paper to copiers, and have vendor contacted for service as necessary.
12. Maintain a safe work environment.
13. Perform other related duties as assigned.
Qualifications:- Some understanding of the requirements of the Freedom of Information Act, Texas laws regarding FOIA, Texas laws regarding police records, and Texas laws regarding confidentiality.
- Ability to interface professionally with city employees, governmental officials, and the general public.
- Experience in accessing law enforcement databases.
- Ability to understand complex oral and written instruction and technical or terminology to handle administrative issues.
- Excellent written and verbal communication skills, as well as strong time and task management skills.
- Ability to work in an office environment and establish priorities.
- Working proficiency with common office equipment including, but not limited to a personal computer, typewriter, 10-key calculator, multi-line phone systems, copiers, fax machines; working familiarity with performing routine office equipment maintenance.
- Working proficiency with department specific software applications and general office software, including Windows and Microsoft Office applications; ability to accurately type at the rate of 40 wpm and operate a 10-key adding machine.
- Written and verbal ability to communicate in the Spanish language preferred.


- High School Diploma or equivalent
- Experience working in a customer service or records environment is preferred.

- Occasionally lift up to 35 lbs.
- Frequent reaching, stooping, bending and traveling between offices.
