Crime Analyst / Administrative Research Analyst (Police)

Description:Under general supervision, is responsible for performing crime and intelligence analysis work for the purpose of reporting and presenting crime information, statistical trends and criminal intelligence in support of the Police Department.

May direct the activities of other co-workers with regard to employing proper techniques and solvability methods. Exercises considerable independent judgment and initiative. Is vested with moderate decision-making latitude within parameters prescribed by the departmentís policies, procedures, and guidelines. Interfaces frequently with the general public; state, federal, and county law enforcement agencies; municipal court personnel, police departments of other municipalities; and department personnel.
Duties:1. Provides tactical crime analysis to support investigations.
2. Performs tactical crime analysis to support patrol efforts.
3. Updates and maintains a log or database of criminal offenses to facilitate tactical analysis.
4. Performs strategic analysis
5. Performs intelligence analysis.
6. Develops a variety of analytical products.
7. Compiles and manages statistical data and produce the departmentís annual report.
8. Responds to ad hoc requests from the Chief of Police/Designate for meetings and briefings.
9. Facilitates the transfer of criminal information between local, fusion, regional, state and federal agencies.
10. Thinks critically, questions assumptions, and avoids bias with respect to sources, research methods, and document creation.
11. Uses a vast array of software applications and resources, most at an intermediate level.
12. Use computer databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze, and present data using qualitative and quantitative methods..
13. Attends and participates in unit, departmental, and professional meetings.
14. Works as part of a team with other civilian staff, sworn personnel and personnel from other agencies to provide analytical assistance, collect and disseminate intelligence, and share resources.
15. May testify in court.
Qualifications:1. Knowledge of the functions and organization of local, State and Federal government.
2. Knowledge of law enforcement operations and procedures.
3. Knowledge of city practice, policy and procedure.
4. Knowledge of crime analysis and intelligence theories, methodologies, techniques and procedures.
5. Knowledge of statistical research and reporting methods, procedures and techniques.
6. Skill in oral and written communication.
7. Skill in using computers and related software applications.
8. Skill in handling multiple tasks and prioritizing.
9. Skill in handling conflict and uncertain situations.
10. Skill in data analysis and problem solving.
11. Skill in researching individuals or groups using law enforcement and open source intelligence resources.
12. Ability to effectively use charts, graphs and geospatial mappings to provide information on crime series, patterns and trends.
13. Ability to write clear and concise analytical reports and bulletins.
14. Ability to effectively communicate complex information to internal and external groups.
15. Ability to testify effectively under stressful conditions.
16. Ability to maintain confidentiality.
17. Ability to think critically and apply ideas to real world situations.
18. Ability to explain and demonstrate various aspects of the job to less senior staff.
19. Ability to work with frequent interruptions and changes in priorities.
20. Ability to work independently while adjusting priorities and/or meeting deadlines.
21. Ability to quickly recognize and analyze irregular events.
22. Ability to establish and maintain effective communication and working relationships with city employees and the public.


Excellent verbal and written communication.

Extended periods of viewing computer screen. Repetitive hand and wrist movement.

Ability to lift 35 pounds. Frequent bending, stooping, standing and lifting.

Valid Texas Driverís License and good driving record.


1. Bachelorís degree in Criminal Justice, Public Administration, Computer Science, Math, or closely related field & two years of experience with a law enforcement agency is preferred, or any equivalent combination of education and experience which would provide the required knowledge, skills, and abilities.

2. Certification as a Crime Analyst may substitute for one year of experience.
Examples include: International Association of Crime Analysts (IACA) Ė Certified Law Enforcement Analyst, International Association of Law Enforcement Intelligence Analysts (IALEIA) Ė Basic Certification, Certified Crime & Intelligence Analyst, or equivalent certification

3. Preferred experience includes: Crystal Reports, Geographic Information Systems (GIS), ESRI products, and Crime Prevention Through Environmental Design (CPTED), Problem Oriented Policing (POP), and Community Oriented Policing (COP). Familiar with Computer Aided Dispatch (CAD) and Records Management Systems (RMS).
