Utility Foreman - Water Treatment Plant

Description:Ensure effective ongoing maintenance and repair of the City’s water and wastewater treatment plants and systems while functioning safely and meets all State and Federal guidelines, in the most cost effective manner.

Duties include managing the operation and maintenance of the wastewater and water system: correcting problems, diagnoses and resolves system/equipment issues; provide quality leadership to the department as well as supervises assigned personnel, monitors and ensures crew compliance with regulatory and safety requirements; prepares and maintains maintenance records and documentation.
Duties:1. Leads and oversees daily crew work activities required to support the water and wastewater treatment plants, lift stations, water pump stations, water storage tanks, and SCADA systems.
• Directs maintenance and emergency repair work;
• Plans, schedules, and coordinates routine lift station, water pump station, and water and wastewater treatment plant preventative maintenance activities.
• Assigns work duties; prioritizes work flow; monitors the quality and progress of work performed by crew members. Provides technical guidance, assistance, and direction to staff.
• Monitors daily inspection results of operational equipment.
• Assists in selection of new employees.
2. Participates in the installation, repairs, and maintenance of the City’s water and wastewater systems.
• Repairs and maintains wastewater lift station, water pump station, water storage tanks, treatment plants, and SCADA systems.
• Utilizes various electronic equipment for troubleshooting, and diagnosing equipment problems.
• Ensure facilities, stations, treatment plants operate at maximum efficiency within federal and state rules and regulations.
• Oversees construction projects for retrofits, additions, and new facilities.
• Reviews warranty work and schedules continued warranties.
3. Conducts a variety of project management tasks.
• Facilitates and or participates in pre-bid and pre-construction meetings.
• Provides technical support to contractors, engineers, and consultants.
• Review and approve contractor submittals.
• Review and updates lift station design and construction specifications.
4. Performs administrative and or financial management duties.
• Reviews, monitors, and ensures the accuracy of work orders.
• Prepares, reviews, and maintains maintenance records and files.
• Obtains quotes; places PO / orders for materials and supplies; tracks shipment.
• Ensures inventory levels are adequate to sustain normal, as well as, emergency operation.
5. Miscellaneous
• Attends and participates in meetings, training courses and seminars.
• Assists other City departments with information/work requests.
• Monitors water and wastewater SCADA integrity.

6. Other duties as assigned.


* Ability to work with minimal supervision and to follow verbal and written directions.
* Sound working knowledge of water and wastewater system operations, equipment and machinery.
* Ability to learn technical and scientific concepts and procedures related to work requirements such as reading electrical prints and detailed drawings of water and wastewater facilities, instrumentation and control manuals, various software applications, construction as-built plans
* Excellent mechanical skills, with ability to repair machinery and equipment and make judgments pertaining to repair needs.
* Effective verbal and written communication skills are required, must be able to maintain positive working relationships with City departments and personnel, outside agencies, contractors, vendors and the general public.
* Ability to effectively and safely operate and maintain vehicles, equipment, and tools and to understand all related operating features.
* Trains, supervises, and evaluates the performance of assigned personnel and water and wastewater systems and equipment.


Qualifications: High School diploma or equivalent.
 5+ year’s maintenance experience in water and wastewater or related fields.
 2+ years supervisory experience is required.
 Class B Water Certificate or Class B Wastewater Certificate
 Valid Class C Texas driver license with ability to get Class B commercial driver’s license within 6 months


 Excellent verbal and written communication.
 Safe vehicle, equipment and hand tools operation.
 Strenuous and continuous physical activity, including stooping, kneeling and bending.
 Ability to Lift up to 80 lbs.
